Walter R. McDonald & Associates, Inc. (WRMA) has an opening for a Senior Research Associate to work on our National Center on Child Care Subsidy Innovation and Accountability (NCCCSIA). The U.S. Department of Health and Human Services, Administration for Children and Families (ACF), Office of Child Care (OCC) established the NCCCSIA to provide technical assistance (TA) and training to assist grantees in the implementation of the Child Care and Development Fund (CCDF) program. The NCCCSIA provides TA activities designed to improve subsidy administration and program integrity practices to help ensure efficient and effective programs to benefit low-income families for which assistance is intended. WRMA is a leading provider of consulting services to human services agencies and organizations. With offices in Sacramento, California and the Washington, D.C. metropolitan area, WRMA specializes in the design, development, and implementation of advanced approaches to data capture, analysis and management, technical assistance in programmatic and technological innovation, performance monitoring, and the evaluation of programs designed to improve the outcomes of vulnerable children and families. Responsibilities - Assisting the Project Director in developing the project work plan
- Contributing to the written monthly progress reports, including performance indicators and other required assessments
- Prioritizing and responding to all informational and TA requests in accordance with OCC protocols
- Scheduling, organizing and facilitating technical assistance activities including onsite visits, Webinars, conference calls, peer-to-peer consultations, and regional and other topic-focused meetings
- Designing and implementing technical assistance publications, tools, and instruments
- Developing and maintaining strong client relationships
- Directing and monitoring projects to ensure that project deliverables are of the highest quality and completed in the required time frame
- Conducting quantitative and qualitative research and data analysis
- Presenting and publishing of research findings
- Developing and providing training and technical assistance in areas of child care subsidy administration and program integrity
- Preparing technical researchreports and other products
Qualifications and Skills - Expert and operational knowledge and experience with administration of the CCDF at the State level, including knowledge and experience with key CCDF components related to subsidy administration and program integrity
- 10 years of professional level experience in designing, planning, managing and conducting research and program evaluation of human services programs
- Expert level knowledge of CCDF legislation and regulations
- Knowledge of the full range of issues, services, and innovations within the child care field: including current research and best practices; workforce development, quality improvement, child development, early childhood programs' partnerships at the community and State level and eligibility requirement variations
- Expert knowledge, experience, and understanding of the use of technology in the child care program
- Excellent interpersonal skills
- Competence in Microsoft Office applications
- Ability to conduct internet based research
- Effective communication skills, verbally and in writing, with a wide range of audiences
- Excellent organization skills
- Willingness to engage in a wide range of tasks
- Ability to do some travel
